I want to use russian language by default for all users and guests. How can i do this?

I’ve done this, but no changes.
File /opt/gitlab/embedded/service/gitlab-rails/config/locales/en.yml, in my case ru.yml contains some “system” keys, such as date, time, etc., but not an application keys.
I guess I was wrong. I needed to clear the cache.

it didn’t work for me, even if I clear the cache,just the login page takes effect.
