"Click here to purchase more minutes" appearing on gitlab.com project

On hosted GitLab, one of my projects has started to display a “Click here to purchase more minutes” alert at the top of the main project page (Project Details). I’ve never used CI and I don’t run any pipeline jobs. The CI stats for the project and the group are all at 0. Is this a UI glitch? Perhaps it was introduced by a recent update?
