I have several instances of gitlab (one on gitlab.com and several on private gitlab) and i ask me if someone know a dashboard managing several gitlab instance?

I don’t know of a dashboard, but could imagine that you can build one yourself with querying the REST APIs of those instances.
When it comes to management and rolling out specific setups and settings, I’d recommend building our Ansible or Puppet roles/modules to take care of this automatically. What kind of management should be involved here?

yes of course, i saw the API and i imagine to make my own dashboard, only in a first time to see all the issues of my project in those many instance.
I ask the question in case of somebody or gitlab imagine make this
