I lost my TOTP key and recovery code when i lost my phone.
The support can’t help me because I have a free account. So, can I give up my account? Otherwise, how can I ask for its elimination? According to European Law (GDPR) Gitlab cannot store my data without my authorization.
This is a community forum, we are Gitlab users, so also cannot help you. We do not have the ability to delete your account or any other such option either.

I’m pretty sure if you make such a request and can provide any related information to prove you are the owner of said account, then Gitlab will no doubt take the relevant action.
And as for your statement about GDPR, you gave Gitlab the permission to store your data when you opened your account. If you wish to have your data deleted, as per GDPR you have to contact Gitlab and ask for them to delete said data. And also as per GDPR they have I believe 30 days to action that request. But you will have to open a ticket for it.
@mark116, if by any chance you’ve configured SSH keys for your account, you can generate recovery codes using ssh.
