Email from Gitlab button does not show up

Installed Gitlab CE v14.2.3 on Docker on Ubuntu 20.04 LTS

Admin > Settings > Metrics and Profiling > Usage Stats > Enable Registration Features

This is supposed to show me the “Email Users” button on the Users page, right? Even in the Community Edition? But it still shows only the Add Users button, even after restarting the container.

Has anyone got this working? Can I contact Gitlab?

Is there any way to workaround this, apart from using a mailing list?
