  • GitLab advertise on their site that public projects get 50,000 build minutes: Pricing | GitLab
  • My project is public, but it will not let me use more than 400 minutes
  • What am I doing wrong? Do I need to register my project somewhere to actually be considered public?

Free projects have 400 minutes (as shown under the plans at the top of the page you linked). If you want 50,000 minutes, you will have to make a request to register your project as an open-source project. You will have to qualify your project as an open-source project which means you would have to meet certain requirements for it.
