Having a problem moving a project to a new group

When I try to move a project to a new group, I get an error stating “Transfer failed, please contact an admin”. I am an admin. Where can I locate more information on why this failed or how to resolve this?

I have tried to reproduce this issue in on " https://gitlab.com" but it would not be reproduce, also I have tried to to reproduce this same issue in the “gitlab version 10.1.1” still it works OK and issue not reproduce again.

Can you please share the steps which you have followed to reproduce this issue in which GitLab environment.
