Not to my knowledge. I expect that the functionality does not exist, absurd as that is. We shall have to file a feature request. Do you want to, @emergent-reasons?

@emergent-reasons, that doesn’t seem like a user-level ability:
Create a button in the UI (e.g. Block user), that would permit owners of the namespace to block accounts under their namespace.
The Unblock User button should permit owners of the namespace to unblock specific accounts.
I’ve asked Block/Unblock User at the group level (#351343) · Issues · GitLab.org / GitLab · GitLab consequently. Regardless, it should be okay for you.
