How we can use when: on_failure and when: manual both at once

I need to trigger the manual stage/job only if the previous stage is failed. How we can achieve this ?

Tried with when: on_failure , when: manual both at once and its not working.

Please share the workaround if we have any.

Such combination is currently not possible.
