The 17.6.0 announce stands that Top-level group Owners can create service accounts for self-managed Free.
Looking at the documentation, either the 17.6 or latest, it’s indicated Tier: Premium, Ultimate.
On my newly upgraded 17.6.0 CE self-managed gitlab, it looks like the feature is not available.

Thanks for flagging, I’ve asked internally.
The documentation is correct, as service accounts are only available in Premium/Ultimate tiers, and settings to manage those require the same tiers.
