Not receiving Email Notifications from Service Desk

Since updating to 13.10 the developers are no longer receiving notification emails for issues created using the project Service Desk Email.
Checking the mailer logs, the email is not even created, so spam is not the issue.
When creating the issue from the UI the developers are getting the email. It is just emails notifications created using the UI

It looks like this issue: Notification of new issue created through service desk is not sent

It is scheduled to be resolved in 13.11
