One user unable to view "Issues>List" page

Since downgrading from EE to CE on our self-hosted instance, one particular user is unable to view the “Issues>List” page for their own project. They have Owner-level access on this project. Many other users are able to view the page in question.

When they visit the page, they see this: (created by impersonating via the admin UI)

The “Issues>Boards” page for the same project does load for this user.

Any suggestions we can follow to debug/resolve this?
