Trying to sign in with azure ad in gitlab but it's going into admin approval. How to turn off admin aproval

I have turned off admin aproval by going into sign up setting . But it still it’s asking admin approval for whenever user is sign in via azure ad v2.
Below is my gitlab.rb config

Just to make sure, did you run gitlab-ctl reconfigure after changing the gitlab.rb settings file?

If have access to the admin area on your Gitlab instance? Can you search for “approve” and/or check the settings under the “Sign-up restrictions” section?.

Thanks, That I have done, making block_user_access= false in gitlab.rb solved my problem
