I’ve contacted JFrog team, their response is below,
I further checked your bintray account regarding the issue and we see that there was a 403 error when the inclusion request was submitted and then we have observed the 404 error in log-entries with respect to the VCS url.

And also we have observed that your VCS link https://gitlab.com/AlShakib/dtext.git is public so there should not be any issue with respect to the access restriction. We suspect that there might be an issue with respect to the GitLab service on access restriction where other VCS services such as GitHub are working fine without any issues while submitting JCenter inclusion requests. Hence we recommend you to check with the GitLab on access restriction with respect to the VCS url.
Can anyone help me find out, where did I mess it up? How to fix it?
