Unable to upgrade via switch to package server, or manually

I’m on Ubuntu 14.04.3 (64-bit), and previously installed GitLab CE manually. I’m currently at version 7.4.3. I am unable to upgrade to the latest version.

I attempted the instructions for “upgrade from a manually downloaded Omnibus package to package server”:
https://about.gitlab.com/upgrade-to-package-repository and I get “Unable to locate package gitlab-ce”.

sudo apt-get install gitlab-ce
Reading package lists... Done
Building dependency tree       
Reading state information... Done
E: Unable to locate package gitlab-ce"

I searched that and was unable to find a solution. So I tried the manual method of upgrading: https://gitlab.com/gitlab-org/omnibus-gitlab/blob/master/doc/update/README.md#updating-from-gitlab-66-and-higher-to-the-latest-version

When I try to run those commands I get:

sudo gitlab-ctl stop unicorn    
gitlab-ctl: command not found

I had to update by installing from source. I believe this was how it was installed originally. I upgraded step by step:

Would be nice if there was a way to move from source-installed, to the package server version.
