Unable to use user_filter in gitlab ee

I am getting error when i use user_filter and when i remove user_filter it shows all the users and by using user_filter i want to filter the user access but in my Gitlab EE user_filter is not working its giving error

please suggest my how can i filter the user in Gitlab ee
