User validation required, even after successfully entering credit card

Doesnt look like this has been fixed yet. How do I validate my account and use the shared runners?

It some how didn’t accept my credit card for validation and then I asked my friend to try with his credit card and there is written that it’s and I told him that it’s free but after trying with his credit card it get accepted and took 1 USD from card maybe it’s better if you warn somewhere about that.
