We are unable to add more members to our gitlab project

We are receiving this error message : To remove the read-only state and regain write access, ask your top-level group owner(s) to reduce the number of users in your top-level group to 5 users or less, or to upgrade to a paid tier which do not have user limits.

I have removed users and total is now 3, but issue persists. I cannot add new folks until we get this resolved.

When on top-group you need to look in Settings → Usage quotas and make sure you have 5 or less in the list of users.
