Can t make a merge request

I have Communitty edition 14.0.12 and i try to make merge request on my project but it stuck with pin rotator and message :

Checking if merge request can be merged

i make many search on internet but don t find real way for solve it

Someone can help me ?

14.0.12 is very old. Update your version and see if the issue is resolved.
