I’m regularly using FOSS software and like to feedback the authors if I encounter problems. A program I installed yesterday was linphone. It works but some stuff is janky and after looking around on google, I figured I’d look on gitlab since they have one.
Lo and behold, the exact issue I have has popped up there and nobody has touched it or commented on it in 2 years although they seem to be active.
But I tried to log in more than ten times to comment on it without any luck. I then saw that this is a self hosted instance. Does this mean they dont let anyone comment on their issues? I don’t understand! We can use the code but can’t provide valuable feedback? I don’t get it. Or is it a serverside problem on their end?

From the link you provided of the issue, at the bottom there are links to register or sign-in. You would need to register on that particular instance to be able to join in with the issue, comment, provide feedback, etc. That said, it does look like they have not enabled registration, since clicking it asks you to login. Which means the only way to get a login there is if you know the administrators or someone involved in the project that might be able to create one for you.
This isn’t an instance managed by Gitlab, since that only instance is gitlab.com - all other gitlab instances accessible on the internet can effectively be self-managed, managed by the people who installed them.
