From the link you provided of the issue, at the bottom there are links to register or sign-in. You would need to register on that particular instance to be able to join in with the issue, comment, provide feedback, etc. That said, it does look like they have not enabled registration, since clicking it asks you to login. Which means the only way to get a login there is if you know the administrators or someone involved in the project that might be able to create one for you.
This isn’t an instance managed by Gitlab, since that only instance is gitlab.com - all other gitlab instances accessible on the internet can effectively be self-managed, managed by the people who installed them.
