Does the 400-minute limit apply to Free Tier for self-hosted installation?
Not if you use your own runner (not sure whether you can use a Gitlab.com runner on your self-hosted Gitlab, I doubt that), you might be able to setup your own quota, but I couldn’t find that option nor is it mentioned how to setup on CI/CD pipelines | GitLab
