it appears that the email whitelist that I have used before and that is in the documentation is gone?
Can someone confirm that this is gone and is there other functionality to replace it?

The only option I see for whitelist/denylist is when you are running your own Gitlab installation, in which case it’s found in the Admin Area → General → Sign-up Restrictions section.
Even on my Gitlab 16.10.x installations, I don’t see this under group or project levels. Neither can I find it in the documentation except for the Admin area.
I’m not sure which feature you are referring to exactly. Maybe “Restrict group access by domain”, which is a paid tier feature? You can check the group’s subscription in Settings > Billing.
