gitlab keep showing 502 error

Steps to reproduce
dnf install -y gitlab-ee-16.1.6
then it fails.
I think the rake service fails is the cause?
got the same error output with all command using rake.
can’t find solutions for
NameError: uninitialized constant Gitlab::ExceptionsApp
