I tried to update my GitLab-ce to gitlab-ce_13.9.2-ce.0_arm64 and it fails with a preprocess error and kills the update process.
E: Sub-process /usr/bin/dpkg returned an error code (1)
I even tried doing the update with GitLab stopped.
I reconfigured GitLab-ce and restarted before trying APT update / upgrade again. It worked this time so please ignore this support request.
