How to add/edit Project members permission levels

Guest
Reporter
Developer
Maintainer
Owner

I want have a level,
it have all permissions for issues,
e.g Label issues,Lock issue discussions…
But can’t view the repository

i have read it,but i can’t find the key,:sweat_smile:

if i use the Guest ,then it can’t edit assignee,close the issue .

if i use the reporter, it can view the code commit log .

None are suitable
