Inventing the wheel? Build a docker image, upload it to AWS ECR

I feel like this is pretty standard stuff. However, I cannot find any examples from within the last year or so. Specifically, the docker:latest image does not work with AWS CLI V2. I can’t seem to get both docker and AWS in a single container.
