Is it possible to migrate gitlab users from an old installation to a new Gitlab instance

Hi,

I’ve got an existing git-lab instance running v8.11.11. I’ve kept this in place and built a new git-lab instance with version 11.4.5 and migrated over the repo’s to the new server (so not a straight upgrade).

Does anyone know if it’s possible to migrate the current users of 8.11.11 over to the new gitlab instance 11.4.5?
