Is manually allowing runner registration token necessary for gitlab.com users?

Gitlab is doing a migration on runner tokens, deprecating Runner Registration Tokens on release of version 17.0: Migrating to the new runner registration workflow | GitLab

This article that was emailed to us mentions that we can manually re-enable the runner registration tokens up until the release of version 18.0. However, after looking through the step-by-step to do this (Continuous Integration and Deployment Admin Area settings | GitLab), it appears that admin access is needed. Which we naturally do not have, due to using gitlab.com.

Is the admin access really necessary for this operation? If so, does gitlab.com have this "Allow runner registration token" checkbox ticked? Can we just continue using runner registration tokens until version 18.0?
