Is "Merge Request Dependencies" enabled in Self Managed instances?

What do the labels “Premium” (mouseover appears Premium and Ultimate) and “All offerings” (appears Self-managed and SaaS) mean? Is “Merge Request Dependencies” enabled in Self Managed instances? I can’t find in Admin area nothing related to this.

It means you require either a Premium or Ultimate subscription. Either of these subscriptions can be used on SaaS(gitlab.com) or self-managed (running your own server). Therefore, unless you have one of these subscriptions on your self-managed instance, you won’t see that option.
