What happens if user Bob (bob@example.com) has been created as a local Gitlab user, and then LDAP authentication is enabled, with user Bob (same email address - in fact, same person) also defined in LDAP?
Do they get merged in some way?
Do they stay as separate users? (taking 2 seats?)
Does an error occur?
