You can use Gitlab-CE totally free. You can also use Gitlab-EE also free, but you will not have the paid features without purchasing the appropriate license. This is fine to install if you are thinking of purchasing a license sometime in the future and makes it easier for you. Even if you do use Gitlab-CE and then in the future decide you want Gitlab-EE, you can upgrade to it anyway but obviously requires extra steps before you can purchase and add a license to get EE functionality. There are procedures in the documentation about how to move from CE to EE.
