Today I was informed about the consumption of all minutes for pipelines. The Useage Quota group shows an increase of hundreds of percent over the last day with reference to a specific project. CI/CD analytics shows no such activity in this project, everything is within normal limits.
Same issue here. Same thing that happened last week? Last week GitLab sent me this:

The issue could have resulted in your runner experiencing timeouts while communicating with GitLab.com infrastructure, leading to your runner cycling through minutes and a slowdown in pipeline execution.
To compensate for any potential impact on your workflow, we are resetting your minutes to the full monthly amount included in your tier for the month of September. This ensures you have the full quota of minutes available for the current month, even if some were used unexpectedly due to the issue.
We’re working on trying to make some adjustments for users who were impacted. If you have any concerns or are blocked, please feel free to reach out to support and we’ll do our best to get back to you as soon as possible.
The increase we have had is mostly attributable to the incidents that are occurring in these days, which have tremendously lengthened the waiting times for the execution of jobs that use shared runners and the stage transition.
In the screen below some jobs remained literally hanging even when they should not have been executed (since they were set to manual) or, even, requested blocking by us.
We received the message that we are less than 30% … and we are just 11 days from the beginning of the month.
