422 error on login for new install with nginx reverse proxy

I installed Gitlab on Ubuntu 18.04. It worked, I then set it up to use the standard ubuntu Nginx via a reverse proxy. Now when I try to login I get a 422 error The change you requested was rejected.

I have spent several hours with google trying to solve this, I see many other people have had this issue going back a few years now. But I can’t solve it.
