Api create tag return 403 with personal access token

i already create a personal token with this scope

i can get list of my project and list of tags from a project

but when i try to create a new tag it response with 403

is there step that im missing ?

Hmmm, API should be sufficient enough. As a temporary test, can you give it ALL API permissions and test? Just to eliminate it being a token issue
