Can't Reassign placeholders

Problem to solve

After importing a group with projects from gitlab.com to self-hosted gitlab CE, it is impossible to reassign users

The fields with selection of existing users are not available

Import an existing group with projects on gitlab.com and try reassing placeholders

We have the same issue after migration by direct import between two self-hosted GitLab instances.

Reassign with CSV file also failed, with a 500 Internal Server Error. GitLab tries to save the file to /opt/gitlab/embedded/service/gitlab-rails/public/tmp/uploads instead of /opt/gitlab/embedded/service/gitlab-rails/public/uploads/tmp. The first folder does not exist and the git user does not have permission to create it. The second folder exists and is writeable by the git user. Creating /opt/gitlab/embedded/service/gitlab-rails/public/tmp/ owned by git fixed the error.

So using the “Reassign with CSV” is a work-around for now.

This problem is still not solved. The drop down is still spinning.

The CSV workaround is a workaround and not a solution.
