Recently, I have created some issues in GitLab repo, however, no labels were assigned (neither by template nor by bot nor by any other user). Actually, there are no reactions in the issues.
Could someone label the issues? Or is there a bot or another user whom I could ping to do that?

I think you’ll just have to wait patiently until someone from the Gitlab team looks at, and assigns the issues. Only then you will see labels, etc being added to it. Just check out some of the issues that already exist and have been labelled, and you’ll see it pretty much works as I mentioned.
