Create a new project on Gitlab without creating it manually on the server

I am trying to follow below steps to create a new repository from my local.
https://docs.gitlab.com/ee/gitlab-basics/create-project.html#push-to-create-a-new-project

git init
git add .
git commit -m "Message"
git push --set-upstream https://address/local-project.git master

I am getting this message .

remote: not found
fatal: repository https://address/local-project.git not found

Thing is I am able to create a repository in remote and able to push my changes, but not when I try from local. Please advise
