Declarative Gitlab configuration tool

Hi all, I remember that someone pointed me to a configuration tool in which you could manage your gitlab instance configuration in a declarative way AFAIR.

I just forget which tool it was. I believe it was written in Python, but even that I’m not sure about. But I KNOW it exists

Could anybody help me out?
