GitLab group members are not in MR approver list

Hi,

We have this GitLab group which has few projects. Group have members from LDAP. For project this group is added to Merge request approvals.
When merge request is created, that group (20 head count) is added to MR approve list, but only 12 are able to see ‘Approve’ button (only 12 of 20 are in approver list). For other MR few users change and are able to approve, but it never is more than 15 and there are few users that would not be able to approve any MR. Any ideas why few users are not able to approve MR if group is added and they are in group as owner/developer?
