GitLab UI on v17.10.0 still have few UI issues

1. When exploring groups, the Sort by only work in the first level, the second level don’t get sorted, only happen on domain/explore/groups.

2. After upgraded, Help > What's new" only loaded one item, without the vertical bar, after rebooting GitLab, it loaded multiples items. But still occurs the newest item not been shown, this was happening in old versions, `What’s new’ miss a whole month, or all news related from the current version.

3. Groups which I am just Maintainer, the Group > Settings > Repository is visible, but when clicked it throws 404: Page not found because I don’t have permissions, and wasn’t suppose to be visible.
