The gitlab CE version of my organisation at at present 16.4.1.I want to upgrade to the latest ,Is there any tools or easy way to know the gitlab upgrade path.I came across one tool but it seems to be a third party tools Upgrade Path.

What you will also see, is that in the docs, it also has the exact same link to the upgrade path tool. So the link you provided is actually the official tool. Not third party.
