Install-runner error when upgrading: current Tiller version is newer, use --force-upgrade to downgrade

I tried to update the GitLab Runner, but received the following:
Update failed. Please check the logs and try again.

The logs for the install-runner output the following:
Update failed. Please check the logs and try again.

When I check an existing runner-gitlab-runner logs, I get the following:

ERROR: Checking for jobs... forbidden               runner=LNshLsWE
ERROR: Checking for jobs... forbidden               runner=LNshLsWE
ERROR: Checking for jobs... forbidden               runner=LNshLsWE
ERROR: Runner https://gitlab.com/LNshLsWEAcQ4xu7-9uJ is not healthy and will be disabled!
