Can I apply IP whitelisting on my projects hosted on Gitlab.com SaaS from our VPN or office network. Similar to what which is explained below.

Since gitlab.com is administered only by the Gitlab team, then no, it is not possible for you to whitelist any IP’s since this is done at server level and not project level.
