On gitlab 17, how can I add a line comment?
I read online that I should hover above the line that the comment has to be added to, and I tried to hover above the line number, the minus sign on the left or plus sign on the right, the right arrow between them, the changed lines themselves, and everywhere in the Web IDE I could point my mouse at, but nowhere there is a pop-up that would allow me to add a comment.
Please point me at the exact location that I am supposed to hover above.

Code comments can be added in MRs in the GitLab UI. This works also with multi-line selection for suggestions. I’m not sure how the Web IDE relates to your question.

I cant provide you with something that is not there, that does not exist, or that does not show up.
Since you are a developer, for whom this function obviously works, I ask you to provide screenshot to demonstrate how it is supposed to work.
Because I read online that it is supposed to work but it does not, for me.
So I have no opportunity to provide screen shots to you.
Don’t be that thin skinned. This is real world where real living people may have questions about features not working.
