Migration Gitlab SAAS to Gitlab instance

How can I migrate my GitLab saas Packages, Registry images?
How to make direct upload to aws s3 from GitLab instance.

I have tried the GitLab documentation, but it was not working, it might be I do mistakes.
Please guide me for proper migration
