Pipeline paused for over 2 hours?

My pipeline has been stuck on “pending” for over 2 hours. Is something down in the Gitlab SaaS CI/CD, or do I need to start self-hosting to avoid these kinds of delays?

Gitlab is showing CI/CD service is degraded. Sorry for not checking that earlier.
