I have a gitlab-ce instance that has been running for 2 years. It is updated weekly and is up to date. My problem is when a user deletes a project, the repository gets flagged with a +deleted.git but the project still shows on the project page. Any idea how to fix this.

This is close but not the same behavior. The projects are not archived and you can not create another project with the same name. This ability existed 3 months ago and some update has change the behavior.
