Unable to create new project - Jira

Hi,
Im not able to create new project on gitlab with this error:

I have tried to:
sudo gitlab-rake db:migrate:redo VERSION=20200127090233
sudo gitlab-rake db:migrate:redo VERSION=20200123155929

without any success.

When Im trying to disable jira integration, I get error 500.
