Problem to solve
When we create a new Merge Request it takes all the applicable merge request rules and relevant reviewers. However unless we add reviewers specifically in the reviewer field they do not get notified. We have a rule where anyone of the team can do a review (and another which specific people will do). So to get notification working we have to all the whole team to reviewers in each MR creation which is not practical.
Can we change a setting to automatically notify all applicable reviewers one a MR is created. Wokflow will be when someone start reviewing they will add themselves to the reviewer list to show the visibility.

No one getting notification of a new created MR unless they were specifically added to the reviewer list.
Wxpect automatic notifications to all eligible reviewers.
Steps to reproduce
Create MR rule and create a MR.
Check whether all applicable reviewers are getting notifications
